Yes, bicycles are transportation for poor people. Licensing is not everywhere, but cities do pass regulations requiring it, an the DMV and the Vehicle Code have provisions to run a program. The state considers a bicycle a vehicle and has a whole section of the vehicle code to address bicycles. Check with your local community to see if they have a program, and you'll be surprised how many cities don't, but SLO, being a college town, probably does.
