what is "unlawful free speech"?

Read this and  tell me what to hell is happening? Is it unlawful to demonstrate against the injustices of our government?

I'm guessing "unlawful free speech" is free speech expressed in a society governed by fascists; e.g.: Burma, China, Iran, the U.S., Sudan, Zimbabwe -- just to name a few relevant nations. Thanks for the link to that article!
