Having worked for over twenty years in a city that was 75% immigrant I saw that the immigrant community was as much a victim of the crime as other communities. I had dealings with gang members when doing my job, and in most cases they were, as I found, much a part of the neighborhood as others. They tended to be territorial, protecting their home turf from what they perceived as outside evil. As a friend said, those near the bottom of the economic ladder tend to be willing to help others because they understand the need, and are not tainted with fear as those in the upper classes are.
