Giving bikes

The last year or so I have been giving bikes to people in hopes that some of them would actually use them. Doing a little observation I see that about 25% of the bikes are being used while the other 75% are sitting idle or worse, have been abandoned. I guess you cannot change people if they are not willing to change. I guess that if something doesn't have a value to that person (it didn't cost them anything) they can quickly discard it and return to their old habits. I have a couple of more bikes that need to be ridden but now I'm going to be a bit more selective who gets them.  I don't want to see bikes relegated to the backs of garages or placed in storage, or worse, left lying about where they are stolen (even though the bike that was stolen did get ridden by the thief).
