True community radio is coming. The FCC has started the process where low power FM radio licenses will be offered to non-profit groups to operate radio stations. Start up costs are about $10,000 and monthly costs after that may run $1000. If this works for you, get working on it, as I figure the airwaves will be crowded with religious stations if other groups don't step up.
